PARK CITY, Utah – The Park City Planning Commission approved a conditional use permit (CUP) on Nov. 13 for a 3,795-square-foot site expansion at Blind Dog Restaurantlocated at 1251 Kearns Boulevard, after reviewing various conditions regarding parking, landscaping and bicycle facilities. The permit allows for the enclosure of an outdoor dining area and includes a shared parking agreement with the neighboring Emporium at 1351 Kearns Boulevard.
Assistant Planning Director Lisa Martin presented the CUP and highlighted several requirements intended to mitigate the project’s impact on local infrastructure. “The existing parking infrastructure at the Wharf does not comply with our land management code,” Martin said, noting that the applicant requested a 23% reduction in the required number of parking spaces. The parking agreement with the Emporium aims to help offset this decline, provided parking is managed effectively between day and evening hours.
To further address the parking shortage, the approval conditions call for 32 bicycle parking spaces – double the code requirement. Sixteen bicycle spaces are to be installed prior to project completion, with the remaining sixteen to be phased in once the city completes planned right-of-way improvements. Martin also noted the addition of one dual-port EV charging station, with cable trays for future stations.

The committee also addressed the logistical problems surrounding the parking agreement. Commissioners clarified that the shared parking lot with 1351 Kearns Boulevard includes annual reporting requirements to assess the effectiveness of the agreement and prevent impacts to the neighborhood due to overcrowded parking spaces.
